2767 intends to eliminate the developmentally inappropriate use of suspension and expulsion as a response to behavior for children in Kindergarten through 2nd grade and to encourage schools and districts to adopt evidence-based practices to support students in meeting behavioral expectations. School districts are encouraged to implement evidence-based preventative and restorative practices.

School districts may not suspend/expel any student who is enrolled in K-2nd except for a violation of RCW 28A.600.420 and if:

No student may be removed for more than a total of three school days during any single semester or trimester. Data regarding student removal will be recorded and collected.

The bill also distinguishes between expectations for K-2nd grade and 3rd-12th grade.
