SB5070 requires school districts and private schools to make menstrual hygiene products available at no cost in all gender-neutral bathrooms and bathrooms designated for female students located in schools that serve students in any grades six through twelve, beginning in the 2022-23 school year.  SB5070 also require institutions of higher education to meet the same requirement, beginning in the 2022-23 school year.

Such menstrual hygiene products must include sanitary napkins, tampons, or similar items, and school districts, private schools, and institutions of higher education must now bear the cost of supplying menstrual hygiene products. 

School districts, private schools, including charter schools and state-tribal compact schools, and institutions of higher education may seek grants or partner with nonprofit or community-based organizations to fulfill this obligation.
