SB 5116: Establishing guidelines for government procurement and use of automated decision systems in order to protect consumers, improve transparency, and create more market predictability

SSB 5116 concerns automated decision systems, which are algorithms that use data-based analysis or calculations to make government decisions that cause a WA resident to be treated differently than another WA resident. The bill outlines standards regarding the development, procurement, and use of automated decision systems by public agencies. Additionally, the public agency must complete an algorithmic accountability report before deploying a system and must inform impacted individuals that the system is in use. The bill establishes the Algorithmic Accountability Review Board and expands the Law Against Discrimination to prohibit discrimination by automated decision systems in certain circumstances.
